Explaining Early-childhood Education in House & Senate Budgets

In the third part of our side-by-side comparisons of the House and Senate budgets, NC Health News breaks down both chambers’ plans for early-childhood education.

Next to Medicaid, one of the most complicated parts of the Health and Human Services budget is the section that deals with early-childhood education. The Senate and House take quite different approaches to the area, with adjustments to different parts that, on the surface, don’t look that different. However, they are quite disparate.

According to Michele Rivest, head of the North Carolina Child Care Coalition, there are three different parts of the budget to pay attention to.

NC Pre-K, which was known as More at Four until mid-2011, is an early-childhood education program aimed at 4-year-olds. Rivest said the program is mostly aimed at economically and developmentally disadvantaged kids.

Rivest said kids attend the program for only part of the day and it’s “very prescribed” in terms of standards and licensure. The programs can be housed at a variety of locations including public schools that have extra rooms, free-standing centers or churches, but no religious instruction is permitted during the day.

On September 30th under sunny skies and with much generosity the 4th Annual MCE Foundation Golf Tournament began with a 1pm Shot Gun start at Masonboro Country Club in Wilmington NC.  Sixteen teams participated and many sponsors and donators helped us raise Dollars 4 Small Scholars.

To stay current on the state of early childhood education I rely on two very important websites.  Pre-K Now and National Institute for Early Education Research.  Pre-K Now is a project of the Pew Center on the States and NIEER is the research program of  Rutgers Graduate School of Education.  Together they disseminate, educate, and elevate the importance to support high quality, effective early childhood education for all young children. 

Here at our foundation it is the published research data and resources that both of these organizations provide that help us continue to promote our mission. Subscribing to their newsletters and email updates are very useful tools for me.

I know that when I write a fund-raising letter, or a proposal to the Board of Directors, and list benefits for awarding PRE-K scholarships and ask our patrons for more money and directors for more time that the facts are there.  That there is a large community of support that I can rely on.   As Hillary coined…"It’s takes a community to raise a child".

Here in our backyard was the perfect opportunity to build awareness for the foundation.  Ed Kaczynski, foundation founder, worked diligently to talk to as many of the 30,000 or more people that stroll the festival as he could.

We raised some Dollars for Small Scholars along the way!


Feile 2011 Fundraiser is a Success

The 2nd annual Feile gathering and celebration proved once again to be a wonderful fundraiser for the foundation.  Held at St. Thomas Preservation Hall in historic downtown Wilmington, NC, the event raised over $10,000 for scholarship funds.  Each year this event gets stronger and will continue to be an annual event.  Save the Date for March 16th, 2012 to let your IRISH shine.  Thank you to everyone who donated Silent and Live Auction items, Sally’s volunteers, and our Emcees Paul Lawler and Randy Shackleford.  Most of all thank you to our wonderful friends and family of the foundation for contributing your Dollars to Small Scholars!  Enjoy the photos…
